Table M5.—Number of Successful Candidates at the Examinations for Degrees in 1936

In addition to these successes, 2 passed for Diploma of Honours, 3,973 candidates passed sections of the examinations for degrees or for admission to professions; 228 gained certificates of proficiency. There were 280 candidates (including bursary candidates) for the Entrance Scholarship Examination, 32 gaining scholarships, 98* others passing the examination with credit, and 65 qualifying for matriculation. The number of candidates for the University Entrance Examination was 4,774, of whom 2,342 passed the examination.

In compliance with section 22 of tlie New Zealand University Amendment Act, 1926, the Senate makes the following report to the Hon. the Minister of Education of the proceedings of the University during the past year. The Entrance Board met on 25th August, 1936. The Board approved minor amendments to prescriptions in French and German for. Entrance Scholarships, recommended the adoption of a revised syllabus in music for Entrance, and again recommended that agriculture should be removed from the Entrance to the School Certificate Examination. Remits from the various schools' associations were considered. The principle of a standardized phonetic alphabet was referred to a special committee. The Academic Board met on 27th October, 1936. The Board recorded appreciation of the work of professors who had retired during the year —namely, Sir H. Lindo Ferguson and Professors Benham, Coleridge Farr, and Mackenzie. A report was received from the Conference of Professors of Mathematics. The Board approved the recommendations of the Council of Legal Education regarding Law Professional examinations and made various recommendations with a view to bringing the prescriptions of 8.A., B.Sc. into line with modern practice. Special discussion centred upon the extent of specialization desirable in the pass degree course. The examiners for 1938 were recommended to the Senate. The Senate met in Auckland on 22nd January, 1937, when the Chancellor, the Hon. J. A. Hanan, delivered the opening address. The Senate adopted resolutions of regret at the death of Sir Francis H. D. Bell and of Mr. W. B. Montgomery, both of whom had rendered valued service to education. Mr. P. Levi was re-elected Hon. Treasurer, and Professor Thomas was reappointed representative on the Auckland Grammar School Board. Admission ad eundem statum as matriculated students was granted to ten applicants, and ad eundem gradum to oneConfirmation of provisional matriculation was granted in forty-eight cases. Entry without fee was accepted in regard to fifty-seven deserving Entrance candidates. The financial statement showed that if the grant (first made to the University in 1871 and withdrawn after 1929) were not restored it would be necessary either to reduce scholarship benefits or increase examination fees. The fall in the rate of interest, the high exchange rate, and increasing costs were making the financial position of the Universtiy difficult. Through the generosity of the Carnegie Corporation the University was enabled to send eight representatives to be present at the Congress of Australasian Universities held in Adelaide during February. A lengthy report of the Committee on Medical Education was received, and referred to the Council of the University of Otago for consideration and action. The report of the Committee on Adult Education, as set up at the request of the Minister, was adopted, also the report of a special committee set up to deal with those portions of the Atmore Report relating to University affairs. Of twenty Bills presented to the Senate, seventeen were passed as drafted, one with minor amendment, one subject to conditions as to certification, and one after being withdrawn and redrafted by the Law Committee. The Senate adjourned to meet next in Dunedin on 13th January, 1938.

REPORT. In pursuance of the provisions of the Auckland University College Act, 1882, the Council has the honour to make the following report for the year 1936 : — Elections to Council. —It is with regret that I report the resignation of Mr. S. I. Crookes, who has been a member of the Council for several periods and has done most valuable work on behalf of the College, particularly in connection with the school of Engineering. The Hon. B. Martin, M.L.C., was elected'in his place by members of the General Assembly. The Professorial Board representatives are the Chairman (Professor W. A. Sewell) and Professor Maxwell Walker. Staff.— Two members of the Board were away on Sabbatical leave, Professors Belshaw and Knight, their places being filled by Mr. H. R. Rodwell and Mr. S. I. Crookes (jun.) respectively. Mr. H. C. McQueen, M.A., took up his work as Lecturer in Education. Mr. F. W. Craddock resigned his post as Lecturer in Dental Mechanics on his appointment to the Dental School of Otago University. Mr. J. S. Kinnear was appointed to take his place. Mr. J. 0. Shearer also resigned in order to take up work in the University of Western Australia. Lectureship in Geography. —Lack of funds prohibits any appointment in this direction at present, but there is a very pressing need, with many requests for a full-time appointment. Finance. —As a result of a conference of representatives of the Colleges, a deputation placed before the Minister the needs of University education for the whole Dominion. This College requires immediate assistance to meet the estimated deficit of £1,000 in its current finances, apart from necessary extensions. Library— The first year's grant of 5,000 dollars from the Carnegie Corporation of New York has been expended, and has resulted in a most valuable expansion. Among donations received is £250 from an Auckland citizen for expenditure on library books. Valuable official Few Zealand and Australian material has also been received. Book accommodation has had to be increased at the expense of seating-space by the addition of extra book-stacks in the reading-room. Certain library lending rules adopted by the other colleges of New Zealand have been adopted by our College. Accommodation. —The grant made by the Government for the erection of a new biology block will relieve the great overcrowding in the present science building, and will mean much to the science departments. The arts building is now full to its utmost capacity, which will make it difficult to arrange for the inevitable expansion of the library, which must occur within the next few years. Workers' Educational Association. —Enrolments have totalled 1,4-39, as against 1,224 last year. An encouraging aspect of some of the city classes has been the practical approach adopted, particularly with art, dramatic practice, essay-writing, and physical education. Also there was for the first time a junior class (for ages 16-25) on economics. Brisk borrowing from the library continues in both city and country. Two of our students were awarded University bursaries. Financially, our year has been marked by the renewal, after a gap of several years, of a Government grant on much the same scale as previously. With the tapering grant from the Carnegie Corporation, that from the University College, and donations from public bodies, firms, and individuals, our position is much less anxious, though much greater funds could be wisely spent if they were available.

The Victoria University College Council presents the following report for the year 1936 Students and Classes. —The number of students attending the classes in 1936 was 847. Workers' Educational Association. —During 1936 the Government restored in full its grant to the association, but as the grant was not made available early enough to enable plans for the session to be altered a restricted programme was carried on mainly through the funds provided by the Carnegie Corporation and through the National Endowment Fund. Twelve series of lectures were given in the Wellington City and suburban area, and the provincial work was carried on by means of Discussion Courses and Box Circles. There were twenty Discussion Course Groups and twenty-five Box Circles. At the end of the year Mr. P. Martin-Smith, M.A., LL.B., was appointed Tutor-organizer with headquarters at Palmerston North. On his appointment to the Chair of Philosophy at Canterbury University College, Dr. I. L. G. Sutherland resigned his position as Director of Tutorial Classes, and Mr. A. E. Campbell was subsequently appointed Acting-Director for 1937. Weir House« —At the beginning of 1936. in order to provide for the large number of new applicants, more than thirty of the senior residents were asked to vacate their rooms and to give way to younger students. During the session the House remained filled to its capacity, eighty-eight residents, several casual vacancies being filled from those still waiting for admission. The number of full-time students in residence was as three to five. An average of about fifty students were in residence during the vacation. The Warden in his annual report states : " The conduct and health of residents have been excellent, and the house has enjoyed a very successful year. In spite of the loss of the older residents, the Weir House Association maintained a vigorous existence and continued to promote a wide range of student activities." At the end of January, 1937, Dr. Sutherland resigned his position as Warden of Weir House, owing to his having been appointed to the Chair of Philosophy at Canterbury College, and Professor T. A. Hunter was appointed as Acting-Warden of the House.

Shrinkage in revenue from endowment lands, referred to in reports for the last two or three years, affected Canterbury College severely, but it is satisfactory to report that the position during the year has been greatly improved. Fewer claims have been received for reduction of rents and for remission of arrears outstanding, while tenants have, on the whole, met their commitments under the terms of their lease or under revised conditions made by the Council, with satisfactory results as shown in the statement of accounts. But it is wise for the Council to realize that the now improved position of the Endowment Revenue Account of Canterbury College is not likely to show yearly advances until the maximum of past years is reached. It would require undue optimism and a disregard of conditions to expect rents to go back to the most prosperous years. In 1920 the amount received was £18,165, while in 1931 it was reduced to £7,548. The receipts for rent for 1936 were £13,997, showing plainly the improvement since the worst part of the depression, but a position far short of the peak years. There is yet a considerable accumulation of arrears of rent on the books of the College, a proportion of which, not possible to estimate, will eventually have to be written off. I make no excuse for repeating one section of the statement I made last year. It is that from endowment revenue it is impossible to undertake any further developments of importance in the work of Canterbury College. In more prosperous years additions to the staff and extensions of buildings were made almost wholly out of endowment revenue, but any further advances by that means are now impossible. The conclusion is inevitable—that the changed circumstances have so affected, and will almost certainly continue to affect, the sources of the College's material support that the demands for future development can be met only by increased grants from outside sources. Financial assistance from the Government is the only means by which the efficiency of the College can be maintained. Some solution of the problem of providing sufficient accommodation for staff and students must be found. A claim for State aid can be advanced with justification on the ground that up to the present time Canterbury College has received only a small fraction of the amount advanced by the Government for capital expenditure for the University Colleges. From figures carefully compiled it is arresting to find that of £744,000 provided by the State for University College buildings and equipment in the years 1899 to 1931 Canterbury College had received £32,000. Of this amount, £25,000 was for the School of Engineering, a national institution, leaving £7,000 as the share of this College, exclusive of the School of Engineering. That is less than 1 per cent, of the total amount. During the year under review many changes took place in the staff of Canterbury College. Dr. C. C. Farr, who had held positions on the staff for thirty-five years, being Professor of Physics since 1911, asked to be relieved of his duties. His high standing as a scientist and his unabated interest in the students and in the welfare of Canterbury College were the outstanding qualities of one who will be long held in the highest esteem. Another loss to the College was in the resignation of Professor James Shelley, who had occupied the Chair of Education for sixteen years. By his striking personality and his enthusiasm for his work he proved himself a stimulating influence in the educati nal world of the Dominion, and it would not be too much to say that for many teachers who came closely into touch with him through his lectures he was a source of inspiration. Both to Dr. Farr and to Professor Shelley the College owes much. To fill the vacant Chair of Education, Dr. H. E. Field, a graduate of Canterbury College holding the position of Lecturer in the University of London, was chosen ; and for the Chair of Physics, Dr. F. W. G. White was the selected candidate. In the Department of Philosophy Dr. I. L. G.' Sutherland was appointed as professor in charge and Dr. Karl Popper, of Vienna, as Lecturer. Dr. White and Dr. Sutherland are both graduates of Victoria University College. It is gratifying to find that these three professors, products of our New Zealand University, were, in open competition, strongly recommended for the positions they now hold by advisory boards composed of distinguished members of English universities. In the newly-established Department of Geography Dr. Geo. Jobberns was appointed Lecturer in charge. The very fine work he has done in the Christchurch Training College gives assurance of his success in his new office. To find suitable accommodation for the number of students to whom this subject will make strong appeal, is one of the difficulties facing the Council.

In accordance with the provisions of the University of Otago Ordinance, 1869, I have the honour to report 011 the proceedings of the University of Otago for the year ended 31st December, 1936. The Council.—During the year the Council received the resignation of Mr. J. W. Dove, who had represented the Otago Hospital Board since 1928. Mr. Dove was a valued member, and his loss is much felt. The Council realized, however, that the pressing claims made upon Mr. Dove bv bis appointment as Chairman of the Hospital Board made it impossible for him to retain his seat. ' The vacancy thus created has been filled by the appointment of Mr. Alexander Steel. TearJiing Staff—During the year the Council received the resignation of two senior and prominent members of the teaching staff—viz., Dr. W. B. Benham and Sir H. Lindo Ferguson. Dr. Benham was appointed Professor of Biology and Curator of the Museum in 1898. During his long and successful tenure of these positions he brought great distinction to himself and to the Uni versitv by his teaching and researches. The value of his original work was recognized by his election to a Fellowship of the Royal Society in 1908 and by many other scientific honours. The value of the service rendered to the Medical School by Sir Lindo Ferguson can scarcely be overstated. He joined the Faculty as Lecturer in Ophthalmology in 1886 and was appointed Professor in 1909. _ In 1914 he accepted the additional office of Dean of the Medical Faculty, becoming also Director in 1934. He devoted himself with unselfish devotion and unflagging energy to the welfare of the School. The new buildings which have been erected, the extension of the teaching staff, the improvement of the curriculum, and the great increase in the number of students, all bear testimony to the distinguished success of his administration. To both these Professors the Council wishes every happiness in their retirement. In my last report I referred to the loss the Council had sustained through the death of Dr. Inglis, Professor of Chemistry. The vacancy was filled during the vear bv the appointment of Dr F g' Soper, Lecturer in the University of Bangor, Wales. Mr." B. J. Marples, M.A. (Oxon.),' M.Sc. (Manchester), was appointed Professor of Biology in succession to Dr. Benham, while Mr.' H d' Skinner, Assistant Curator of the Museum, was promoted to the position of Curator. To replace Sir Lindo Ferguson as Dean of the Faculty the Council has appointed Dr. C. E. Hercus, who still retains the position of Professor of Bacteriology and Public Health. Building Accommodation.—l wish to record the Council's appreciation of assistance rendered by the Government during the year in the provision of much-needed accommodation for the Medical School, and by the grant of a substantial sum for the erection of a retaining-wall on the bank of the Leith. I have to point out, however, that some very important needs of the University are still to be met, notably a new library and a new biology department for the Arts and General School and a new out-patient department in connection with the Medical School. These needs are becoming urgent in the extreme, and the Council trusts that the Government may be able to make the necessary provision during the coming year. Finance. During the last two years the Council has been forced to provide additional assistance in several departments, with the result that in the Arts and General Department the expenditure for the year now exceeds the income. Although the staffing has been improved, the efficient carrying on of the teaching still throws too great a burden on the Professors, who are thus severely handicapped in the undertaking of research. The Council is therefoie asking the Government for an additional grant to enable it to balance its budget and to effect further improvements in the staffing of the institution. It sincerely trusts that this request may be favourably received. Benefactions. During the year the Council, under the will of the late Mr. Adolph Moritzson became possessed of property which is expected to realize approximately £4,000. It is to be used in connection with the museum, to which Mr. Moritzson had formerlv made generous gifts The Carnegie Corporation of New York during the year presented to the University a valuable set of material for art teaching and for the cultural benefit of our students. For this, as for manv other generous gifts, the Council is deeply grateful to the Corporation.
