No. 486, 1895.—Petition of Kapua Maihi and Five Others. Petitionebs allege that there is a balance of purchase-money due on Te Kauri (Waitaia Block) Mercury Bay District; and they pray that the same may be handed over to them. I have the honour to report that the Committee is of opinion that this petition should be referred to the Government for inquiry. Bth July, 1896. No. 641, 1894.—Petition of Maeaea Nukai and 6 Others. Petitionees pray that an agreement to reserve portions of the Ahuriri Block, made when the sale to the Government took place, may be confirmed. I am directed to report that, as no papers have been placed before the Committee for its guidance, it is recommended that the Government should refer the matter to the Stipendiary Magistrate at Napier for inquiry. 9th July, 1896.

No. 229, 1895. —Petition of Eewita Niwa and 48 Others. Petitionebs complain that too much land was taken by the Government to cover the expense of surveying the Oamaru Block (Opotiki District). They pray for compensation or other relief. 1 am directed to report that the Committee recommends that this petition should be referred to the Government for favourable consideration. 9th July, 1896.

No. 462, 1895.—Petition of Henare Tikitini and 11 Others. Petitioners pray for a rehearing in connection with the Pokuru Block, part of the Eohepotae. I am directed to report that, as the decision of the Native Land Court affects the kaingas and burial-grounds of the dead relatives of the petitioners, the Committee recommends that this petition should be referred to the Government for favourable consideration; and, if after inquiry it is found that the petitioners have good grounds for their complaint, it is recommended that legislation be introduced to give them relief. 9th July, 1896.

Petitioner, who has interests in Poututu, Makauri, Taruheru, and Tahoka Blocks, which are directly adverse to the interest of one William Henry Tucker, of Gisborne, who is petitioning Parliament for legislation in connection with the same, prays that the House will not permit the passing of any measure or of any clause in the Native Land Bill which may prejudicially affect his said interests. Petitioner alleges that a piece of land called Aorangi, belonging to him, was wrongfully included in the sale to the Crown of the Umuopua Block, Hawke's Bay District; he prays for compensation. I am directed to report that the Committee recommend that the Government should appoint two competent persons to visit the block in company with the Natives interested, for the purpose of determining whether the boundaries as agreed upon, when the original sale to the Crown took place, have been adhered to ; and, if it is found that a mistake has been made, it is recommended that the petitioner be given some compensation. 29th July, 1896.

Nos. 31, 129, and 130.—Petitions of Hamuera Karaitiana and 123 Others ; Heni Matene te Whiwhi and 13 Others; and Hamapiri Tarikama and 5 Others (No. 1). Petitioners pray for the return of certain lands (Ngaumutawa Block, near Masterton, and the Whitireia Block, near Porirua) which were given to the Church of England on the strength of promises made by the representatives of that body to establish schools, &c, for the benefit of the Maoris, which promises have never been fulfilled. I am directed to report that, in the opinion of this Committee, the petitioners have a just grievance, for it appears certain that the conditions under which the land was given to the Church of England by the Natives have never been carried into effect. The Committee therefore recommends that the Government introduce legislation for the purpose of setting aside the Crown grants issued in favour of the Lord Bishop of New Zealand, and of declaring the land "papatupu" or Native land, and restoring the same to the Native donors, or their successors, along with all the rents accrued thereon. 31st July, 1896.

No. 60.—Petition of Wi Katbne Paremata and Another. Petitioners claim to have had interests, through an ancestor named Kauhoe, in the Whakapuaka Block (Nelson District), and allege that, in consequence of the non-fulfilment of a promise made to

them by the present owner (Huria Matenga) to see that their names were included in the title when the land was put through the Native Land Court, they have been shut out of the same. They now pray that a rehearing may be granted to enable them to establish their rights. I am directed to report that the Committee find that this is a case of some difficulty. There was some evidence that the Whakapuaka Block was owned by Kauhoe and her on, Wi Katene te Puoho. It is stated by Mr. Alexander Mackay that Kauhoe's rights were only as trustee for Wi Katene, and that she had no individual rights. It seems doubtful if in 1832, when the land was handed over by Ngati Koata to Kauhoe, that she would not have been deemed to have rights in the block. It has also been proved to the Committee (vide Appendix to Journals of House of Bepresentatives, G.-2, 1881) that any rights Te Wahapiro (the son of Kauhoe, through whom the petitioners claim) had were ceded to the Crown. If the petitioners had therefore, through Wahapiro, made out any right to any portion of the block before the Court, the Court would have been bound to award it to the Crown. There was no claim made by them before the Court. They assert, however, that they kept away from the Court because of an arrangement made between them and Huria Matenga. This is denied by Huria Matenga. It is thirteen years since the Court sat and awarded the land to Huria Matenga, and only now has a petition been brought before Parliament. No application has heretofore been made to the Court or the Crown by the petitioners. Their absence from the Court and their delay in making a claim seems to confirm the view that Wahapiro's descendants did not think they had any claim to the land. The Committee cannot, therefore, say that the petitioners have made out a claim to their satisfaction. 27th August, 1896.

No. 173.—Petition of Mereana Peka and 94 Others. Petitioners allege that the six persons whose names appear in the title to land near Morrinsville, called Te Au-o-Waikato (8,621 acres), merely hold the same as trustees, and not as owners as is now claimed by them. The petitioners pray that legislation may be passed declaring them (the petitioners) also to be owners in the block. I am directed to report that, as the Committee are advised that the Government is taking steps to have this matter adjusted, they have no recommendation to make.

Nos. 207 and 312.—Petitions of William Humphries and Hone Kekehu and Others. Petitioners allege that, in consequence of the state of the existing law, they are unable to complete certain transactions in connection with lands in the Taranaki District. They pray that legislation may be passed validating these transactions in order that the title to the lands in question may be completed. I am directed to report that the Committee consider the petitioners have just claims to consideration, and they recommend that legislation be introduced on the lines suggested by the Chief Judge of the Native Land Court in his reports on the petitioners' cases, for the purpose of remedying the disabilities under which the petitioners are labouring. 4th September, 1896.

Petitioners ask for information regarding reserves they believe were made in Porirua and Heretaunga districts (Wellington), and pray that any such reserves undealt with may be at once put through the Native Land Court. I am directed to report that the Committee recommend that this petition be referred to the Government for the purpose of having inquiries made as to whether any reserves for the Natives exist within the districts named, and if it is found such reserves do exist, then some proper tribunal should be appointed to deal with the same. No. 247.—Petition of Hieaani Nopbea and 4 Others. Petitioners allege that in 1871 the Native Land Court awarded 8,000 acres in Mangaorapa to Atareta Taupe and her party, but since then, through a side-issue, the quantity has been wrongfully reduced to 5,000 acres. They, as successors to Atareta Taupe, pray that the matter may be rectified. I am directed to report that the Committee recommend this petition be referred to the Government for inquiry, and if it is found that the allegations contained therein are correct, then steps should be taken to rectify the grievance in the manner suggested by the Chief Judge of the Native Land Court in his report to the Committee on the subject. 11th September, 1896.

Petitioners allege that when the sale of the Manawatu-Kukutauaki Block took place they stipulated for a reserve of 1,000 acres, but when the quantity handed over to them was surveyed they found there was only 987 acres. Petitionee alleges that, owing to interference on part of Government Land Purchase Department, he has been unable to complete certain transactions in connection with lands at Maketu. He prays that the recommendation of a Eoyal Commission, which reported on the question in 1881, may be fully carried into effect, or that other relief may be granted. I am directed to report that the Committee are of opinion that the Government should appoint some competent person to inquire into the matter, with a view to bringing about an amicable settlement. She prays that legislation may be passed to vary the restrictions in order that the will may take effect. Final Eβpoet. I have the honour to report that the Native Affairs Committee held their final meeting this morning, it being the forty-first held during the session. The number of petitions received for consideration was 100, including eleven from last session, all of these petitions having been reported on. The following Bills were considered and reported on, viz.: The Ngatitoa Trust Bill, the Eating Act 1894 Amendment Bill, the Native Eeserves Act Amendment Bill, the Urewera District Native Eeserves Bill, and the Native Land Laws Amendment Bill. The Committee also considered and reported on the papers containing the decrees of the Validation Court under "The Native Land (Validation of Titles) Act, 1893."
