MR MATSUORA'S MISSION ROLE IN AXIS PLANS (United Press A6sn.—Eiec. Tel. Copyright) (Received March 19, 11 a.m.) TOKIO, March 18 The highest significance is attached to an official announcement to-day that Mr Matsuoka, Foreign Minister, will pause at Moscow for two days when en route to Berlin and Rome. Informed observers at Tokio believe that Mr Matsuoka’s talks at Moscow will vitally affect Japan’s role in the Axis plans. Observers are of opinion that Japan is seeking guarantees from Russia to safeguard her interests bordering Siberia before committing herself to any irretrievable concrete action. It is also understood that Mr Matsuoka will pause at Moscow on his return. Observers deduce from this that the discussion in the west would be made conditional upon what occurs at Moscow during Mr Majsuoka’s two visits there.
