DEFENCE OF AMERICA HUGE APPROPRIATIONS NEW YORK, March 17 Mr Roosevelt signed the fourth supplemental defence Appropriation Bill of 1,533,000,000 dollars, mainly army and navy. Numerous Pacific projects are included in the Navy's portion of 681,000,000 dollars. FOOD FOR FRANCE SHIPMENTS FROM AMERICA WASHINGTON, March 17 The United States is willing to per* mit the shipment of specified grains to unoccupied France, with certain conditions regarding its ultimate consumption, said Mr Sumner Welles to-day. He added that he has requested the release of the food as a cargo for two French ships presently. NEW YORK, March 17 The President informed M. Haye, French Ambassador, that he is entirely willing that this request should be raised with the American Red Cross. It is obvious that the American Government must assure itself that the final consumption of all goods sant occurred within the unoccupied zone.
