Charles Henry, French Ambassador, and Mr Matsuoka, Foreign Minister, failed to reach complete agreement of views when they conferred late today. The agency indicated that they would meet again, probably tomorrow morning. The agency said the Cabinet’s Information Office issued the following communique: “The French Ambassador called on the Foreign Minister today and held an important interview concerning the Japanese plan for a settlement of the Thailand-French Indo-China border dispute.” SETTLEMENT EXPECTED CONCESSIONS TO THAILAND AGREEMENT BY FRANCE LOSS TO INDO-CHINA (United Press Assn—Elec* Tel.
