MR ROOSEVELT’S BAN IRON AND STEEL SCRAP (United Press Asn.—Elec. Tel. Copyright) (Received Sept. 27. 3.15 p.m.) WASHINGTON, Sept. 26 President Roosevelt’s ban on iron and steel scrap is obviously aimed at Japan, which will be the importer most affected. It is known that the President and his advisers were considering action against Japan in accordance with British and American plans. All exports of iron hud steel scrap are banned except to the Western Hemisphere and Britain. The ban will become effective on October 15.
