MEASURES SPEEDED UP The Argentine Senate amended and returned to the Chamber of Deputies a defence bill empowering the Government to suspend publication of any newspaper temporarily or in some cases permanently This power could be invoked for various offences from “endangering” neutrality to attacking foreign potentates or inciting overthrow of the government. The measure, designed to safeguard neutrality and representative government against threats from within Argentina, also would give the Government strict control over clubs and similar associations, with power of summary dissolution of any offending group. The Government also would be empowered to take over any public utility or service to guarantee its normal functioning. Penalties under the act range from 15 days to 15 years imprisonment and loss of citizenship for naturalised citizens.
