BRITAIN AND RUSSIA POSITION OF BALTIC STATES INSISTENCE BY SOVIET (United Press Asn.—Elec. Tel. Copyright) LONDON, Sept. 17 The Soviet is insisting on the recognition of the Baltic States as part I of the Soviet Union before negotiating a comprehensive trade pact with Britain.
