Copyright) (Received Sept. 12, 11.0 a.m.) WASHINGTON, Sept. 11 Diplomats have reported that Germany has placed over 1,000,000 troops in German or German-oc-cupied territory fronting the Russian frontiers, as a precaution to forestall a Soviet coup during the blitzkrieg against Britain.
