PANDEMONIUM IN HOUSE DEBATE ON CONSCRIPTION OPPOSITION TO BILL (United Press Assn.—Elec. Tel. Copyrlg-ht) WASHINGTON, Sept. 5 Pandemonium prevailed in the House of Representatives tonight during the debate on the Conscription Bill. Mr Martin Sweeney (Democrat — Cleveland) and Mr Beverley Vincent (Democrat —Brownville) fought with their fists. Mr Sweeney said the passage of conscription would be equivalent to a declaration of war.
