MORE MUNITIONS PLANTS BIG OUTLAY INTENDED (United Press Assn.- Elec. Tel. Copyright) OTTAWA, Sept. 3 The Canadian Minister of Munitions, Mr C. D. Howe, announced the construction of three more plants for the munitions programme at a cost ol 17,500,000 dollars. They comprise a chemical plant, costing 8,000,000 dollars, for the manufacture of ammonium nitrate, a gun plant, costing 7,000,000 dollars, and a rifle plant, costing 2,500,000 dollars.
