RESIGNATION ANNOUNCED MOVE NOT UNEXPECTED MORE VIGOROUS GOVERNMENT (United Press Assn.—Elec. Tel. Copyright) (Received Sept. 4, 11.30 a.m.) LONDON, Sept. 3 The Dutch Prime Minister, M. Degeer, who with the Cabinet arrived in London after the invasion of the Lowlands, has resigned. His successor is Professor P. S. Gerbrandy. The Dutch correspondent of the Times says the resignation of M. Degeer has not caused surprise in Dutch political circles in London, in view of his indifferent health. A more vigorous Government has been expected to replace that constituted with a strict neutrality policy before the German invasion.

Further Government changes are likely.
