EUROPEAN POSSESSIONS PROTECTION BY AMERICA MANUFACTURE OF ENGINES (United Press A3=n.—Eire. Tel. Copyright) (Received August 30. 3.15 p.m.) WASHINGTON, Aug. 29 President Roosevelt has named Mr Sumner Welles as United States representative on the emergency committee which will administer European possessions in the Western Hemisphere in the event of any attempt to change their status or sovereignty. The committee provides one member from each republic. Colonel Knox announced that the United Aircraft Corporation is manfacturing 17.000 Pratt-Whitney engines for the Army and Navy at a cost of 160,000,000 dollars.
