August 28 Colonel Ralston, Minister for Defence stated that all the Canadian Army Corps is being formed in England under Major-General McNaughton immediately. The training of the second division had been completed and the third division was being concentrated in the maritime provinces. Colonel Ralston added:

“ There’s an offensive phase coming:. Just when I don’t know, but our Canadian first division is thoroughly trained and will be in the thick of it. The war has developed to a point where the Canadians’ chance is coming.”
