DEFENCE OF AMERICA HUGE OUTLAY APPROVED CANADA CO-OPERATING (United Press Assn.—nice. Tel. Copyright) (Received August 20, 3.15 p.m.) WASHINGTON, August 19 The Appropriations Committee of the Senate unanimously approved of a 5.000,000,000 dollar supplementary National Defence Bill, providing for the construction of a two-ocean navy and equipment for a mechanised army. The bill has already been approved by the House of Representatives. President Roosevelt today telephoned the heads of the State. War and Navy Departments in Washington, urging immediate action in establishing the United States and Canada Defence Board. A White House statement says that Mr Roosevelt hopes the American members of the board can be named by Thursday, to enable the first meeting with the Canadians early next week.

The Senate approved the bill amending the neutrality law, in order to permit American mercy ships to enter the war zone to evacuate children under 16 years of age. The bill now goes to the House of Representatives for concurrence in a few minor amendments. Full Support for Britain Mr William Green, in urging full American support for Britain short of war, declared: “We will never favour sending our sons to Europe’s battlefields, but we can do many things without war. I urge that we go the limit, whatever that may be, in giving support to those who are fighting so heroically to save democracy.” Consul’s Objectionable Activity Mr Sumner Welles announced that Germany is transferring Dr. Freidrich Reed, one of the consul’s in New York, because of the State Department’s invesigation of Dr. Reed’s activities. Dr. Reed came recently to the United States from Brazil, where his activities were objectionable to the authorities. It is understood he will become Consul-General at Kobe.
