GUILT FOR WAR
EX-MINISTER CHARGED (United Press Assn.—Elec. Tel. Copyright) VICHY, Aug. 16 The newspaper Le Temps publishes official accusations against the former Minister for the Colonies, M. Mandel, against whom capital charges have been made by the detain Government. He is alleged to have planned a coup d’etat in Morocco after the French, capitulation. M. Mandel is stated to have fled to Casablanca, alter which he advised London of his intentions.
