19 FOREIGNERS ARRESTED MALICIOUS PROPAGANDA (United Press Assn.—Elec. Tel. Copyright) (Received August 13, 3.15 p.m.) TOKIO, Aug. 12 The Domei Agency’s Dairen correspondent reports that 19 foreigners, whose nationalities are not revealed, have been arrested, charged with malicious propaganda against Japan and Manchukuo, as well as the reception of short-wave broadcasts from New York, Moscow and elsewhere. Arrests are continuing in the Kwantung territory.
