CONCERN IN AMERICA MENACE OF DICTATORS ECONOMIC CO-OPERATION (United Press Assn.—Elec. Tel. Copyright) HAVANA, July 25 The United States submitted to the second consultative meeting of American foreign ministers at the Pan-American Conference a project to prevent totalitarian trade inroads into the Americas by strengthening New World economic cooperation. The proposal dealt with disposition of crop surpluses as well as monetary and foreign exchange matters in line with President Roosevelt’s cartel plan. Argentina issued a projected declaration regarding colonial possessions in the Western hemisphere, citing international law and the principle of self-determination as the necessary basis of any action taken in connection with those areas. It repudiated the right of conquest.
