SENATE AND HOUSE THE NEUTRALITY ISSUE PRESIDENT TO SIGN (United Press Assn.—Elec. Tel. Copyright) (Received Nov. 4, 3.15 p.m.) WASHINGTON, Nov. 3 A joint conference approved the Neutrality Bill substantially unchanged, and within fifteen minutes the Senate approved by 55 votes to 24. The conferees adopted the preamble, declaring that the United States reserves all international law right despite the restrictions placed on ships and citizens. The House of Representatives approved of the Bill by 243 to 172 votes, and Congress adjourned sine die. The White House announces that Mr Roosevelt will sign at noon to-morrow, and the proclamation will become effective from then.
