GOVERNORS’ PROCLAMATIONS WIDER POWERS ASSUMED BREAKDOWN IN MACHINERY (Unit** Press Assn.—Elec. Tel. Copyright) (Received Nov. 4, 3.15 p.m.) LUCKNOW, Nov. 3 The Governor of Bihar has issued a proclamation under the Government of India Act abrogating to himself the powers vested in the provincial body, in view of the breakdown in the machinery of the Government. The Governors of the United Provinces of Madras have issued proclamations similar to that of the Governor of Bihar.
