FINANCING WAR
BRITISH PROPOSALS WIDE POWERS SOUGHT BILL TO BE INTRODUCED (Official Wireless) (Received Nov. 4, 11 am.) RUGBY, Nov. 3 The Chancellor of the Exchequer has given notice to move in the House of Commons a resolution to obtain power to raise loans for financing the war. It will come before the House and will form the basis for a Bill which will be taken on Thursday, empowering the Government to borrow any sums required for raising any supply for service, any additional sum not exceeding £250,000,000, and any sums required for the repayment of maturing securities. The procedure is purely formal. It does not necessarily follow that immediate advantage will be taken of the authority sought. It will, however, be regarded as an indication that the Treasury feels that conditions are developing favourable for the issue of a loan.
