ITALY’S RE-SHUFFLE NEUTRALITY STRENGTHENED LONDON, Oct. 31 The British United Press' Rome correspondent states that the re-shuffle of the Cabinet appears to strengthen Italy’s neutrality. The new Ministers are all experts, well suited to a vigorous policy of international trade and for which neutrality is most desirable. Many people consider the removal of Signor Alfieri and Signor Starace heralds a drift from the Axis. LONDON, Oct. 31 A German radio message announced the Italian reshuffle, quoting Italian quarters that it does not affect II Duce's traditional policy. RUSSIA AND GERMANY DEVELOPMENT OF TRADE MOSCOW, Oct. 31 M. Andreyev, a member of the Political Bureau, presided over the Supreme Soviet Council. The delegates included many women. M. Molotov made no promise of military help to Germany, but said it was desired to develop Russian-Ger-man economio relations to their mutual benefit. , CORONER'S FINDING The coroner at the Dolphin inquest found that Brasell died at Lyttelton from drowning, plus shock. He added that a signal from the battery was seen, but not understood. A warning shot was fired which struck the launch in the engine-room, a piece of metal frog the engine striking Brasell. The coroner said it was not his duty to comment on the procedure adopted by the examination vessel, or whether there were any negligence. Wilman had done everything possible for Brasell.
