SOVIfcT-GERMAN PROPOSAL ' ALLIES MUST ACCEPT TERMS IF NOT, WAR WILL CONTINUE TO END (United Press Assn.—Elec. Tel. Copyright) (Received Sept. 29, 3.15 p.m.) LONDON, Sept. 28 A Soviet radio says that Rbssia and Germany are calling a peace conference, inviting an un-named great neutral, believed to be either Italy or America. M. Stalin and Herr von Ribbentrop discussed questions of European peace. A final decision would be of the greatest diplomatic importance. They agreed that no other nation should be allowed to interfere in the fate of Poland, which must be completely disarmed, new frontier lines being drawn in Polish territory. The Radio announcement added: “At this conference they will make and discuss proposals. Should the Allies not accept the proposals the war will continue until the end ” “Estonia has decided to accept the Soviet demand for a Russian naval base.”
