BOMBING OF CIVILIANS
MR HOOVER’S SUGGESTION NEUTRAL COMMISSIONS BRITISH MINISTER’S REPLY (United Press Assn. —Elec. Tel. Copyright) LONDON, Sept. 27 Mr R. A. Butler, Under-Secretary for Foreign Affairs, answering a question in the House of Commons as to whether the British Government would consider approaching the German Government for the purpose of appointing neutral commis- | sions to investigate reported cases of | bombing civilians as has been proj posed, by the former President, Mr !H. C. Hoover, among others, replied: “While Britain has every sympathy with the objects of this proposal, and I with that made by Mr Hoover, she | considers the difficulties of bringing | the scheme into operation, and of its j functioning successfully would be I almost insuperable. I would remind I the House of what the Premier said on September 14, that whatever be the lengths to which others may go, Britain will never resort to a deliberate attack on women and children or other civilians for the purposes of mere terrorism.” Restrictions Lifted Restrictions also are lifted from American vessels operating in the jwestern hemisphere carrying mails, I passengers and personal baggage. I Regarding credits, any nation de- ■ faulting in three months will be de--1 nied additional credits, thus amend- | ing provision under which the President had discretionary powers to grant extensions.
