A. Butler, told the House of Commons that, as Mr Chamberlain had indicated, the British Government desired the formation of stable international relations, and the settlement of disputes by pacific means. The Government did not, however, regard it as desirable to commit itself at this stage to any particular procedure for achieving this aim.
