REFUSAL BY LATE PREMIER WANTED CASH FOR GOODS ACTIVITIES OF GERMANY (Unites Press Assn.—Elec. Tel. Copyright) NEW YORK, Sept. 23 One explanation of M. Calinescu’s assassination has been given, states the Bucharest correspondent of the New York Times. It is that the Premier refused the delivery of Rumanian goods to Germany without a cash payment. It is recalled that Rumania was forced into a treaty last March promising Germany 25 per cent of the Rumanian oil production. Germany sought the entire output. It is learned that she informed Rumania at the end of August that she expected to receive six months’ quota of her oil within six weeks. This would have necessitated the whole of the Rumanian production until October 15 being sent to Germany. After October 15 Germany would not have received any more Rumanian oil for several months. One inference from this is that Berlin expected either that the war would have ended or that, by midOctober, sh% would have been able to seize the Rumanian oil. It is not known whether Rumania agreed to the demand, but heavy shipments of oil have been going to Germany. There has been a fear that the Germans would land a force by air and seize the oil wells before they could be sabotaged, a step upon which the engineers ■ are believed to be determined. A Rumanian battalion has been stationed at Ploesti as a precaution.
