APPROVAL OF NEGOTIATIONS PREVENTION OF AGGRESSION PACT WITH BULGARIA (United Press Assn.—Elec. Tel. Copyright) ISTANBUL, Sept. 23 According to the correspondent of the News Chronicle, Sarajoglu Bey said Turkey approved of KussianTurkish negotiations as evidence of Russia’s intention to prevent aggression by Germany in the Balkans, also that Russia herself had no Balkan demands that could not be settled by negotiation. Russia’s aim to employ a military understanding as a basis for economic penetration and the diffusion of the Communist idea is indicated by the announcement that the Minister of Agriculture, Muhlis Erkmew, and a party of specialists will follow Sarajoglu Bey to Moscow. Reports from Sofia state that Bulgaria is concluding a pact with Russia by which Russia will take virtually all of Bulgaria’s exports, twothirds of which hitherto have gone to Germany. According to the Rome radio, a commercial pact between Russia and Estonia has been signed in Moscow.
