If the war means anything less than the co-operation of dependent countries it can never be honestly voluntary, unless based on non-viol-ence. “What Is required Is the mental revolution of British statesmen. Will Britain have an unwilling India dragged into the war or unwilling to ally co-operating with her in the defence of democracy? The support of Congress will mean the greatest moral asset in favour of Britain and France.”
