CONTROL OF GOODS AND MONEY (United Press Assn.—Elec. Tel. Copyright* (Received Sept. 16, 2.15 p.m.) MONTREAL, Sept. 15 The Minister of Finance announced the creation of a Government board to regulate and control transactions of foreign exchange, the licensing of imports and exports of all goods, money securities and the use of an Exchange Stabilisation Fund as an aid to maintaining the exchange rates. Control will ; become effective to-morrow. The j Bank of Canada is acting as technical l adviser and banker for the board.
