On the formation of the Baldwin Cabinet in November, 1924, Sir Philip was appointed Under-Secretary for Air. In 1928 he carried out a flight of 17,000 miles to inspect the 25 Royal Air Force stations in Egypt, the Sudan, Irak and India. Sir Philip became a squadronleader in the Auxiliary Air Force in 1929. When Mr Chamberlain became Prime Minister in May, 1937, he made Sir Philip First Commissioner of Works.
