PREVENTION OF PROPAGANDA WARNING BY MINISTER LIMITS OF FREE SPEECH (United Press Assn.—Elec. Tel. Copyright) * OTTAWA, May 30. In the House of Commons the Minister of Justice announced that the naturalisation certificates of aliens who spread propaganda will be cancelled. Foreign Government representatives in Canada have been notified that they must nut interfere with- naturalised citizens. Free speech is necessary to democracy, but it docs not confer on organisations which betray it the right to destroy democracy. Mr A. Heaps, a Commonwealth Federation member, asked: “Since Russia is to be Britain’s ally, whom should Communism be linked with— Fascism or Nazism?” The Minister replied: “Communism is just abhorrent, regardless of what pacts have been signed.”
