PARIS, Feb. 23 Senor Barrio said he refuses to accept the Presidency pending the decisions of the Republican Government. Don Azana, in his letter resigning the Presidency, said: "The political mechanism of the State Parliament, with the representation of parties, having disappeared, 1 lack both inside and outside Spain those organs of counsel and action indispensable for the Presidential function. It is impossible under these conditions to keep even in name the post which I renounced the day i left Spain, because I hoped to use the lapse of time in the interests of peace.” EMBASSY IN PARIS TAKEN OVER BY NATIONALISTS FORMER THRONE MISSING (United Press Assn.—Elec. Tel. Copyright) (Received March 1, 3.15 p.cn.) PARIS, Feb. 28 The Marquis Quinones de Leon took over the Spanish Embassy on behalf of the Nationalist Government. The treasures are intact, except the red plush dais which formerly was used as a throne by ex-King Alfonso. The Embassy record of years of Republican possession also disappeared.
