The Government had argued that the decrease in English tonnage was compensated for by the increased Dominion and colonial tonnage. “We ale left to draw the conclusion that Dominion shipping is available to Britain in time of emergency,” said Lord Craigmoyle. “It is a public duty to investigate this argument and ascertain what proportion of such ships are suitable and can be spared for local defence duties.”
