PROCLAMATION IN MALTA STRONG OPPOSITION SHOWN EXCLUSION OF ECCL/ESLASTIQS (United Press Assn.—Elec. Tel. Copyright) (Received Feb 27. 1.30 p.m.) LONDON, Feb. 26 The Malta correspondent of the Daily Telegraph says Lord Strickland proclaimed the new Constitution, granting a Council of Government of eight official and two unofficial members nominated by tho Governor, and ten elected members. The Governor will preside, with a casting vote and the right to speak. Ecclesiastics are excluded The proceedings will be conducted in English and. Maltese, both of which are to be official languages. The clergy and the majority of the representative bodies did not attend. The Nationalists regarded it as a day of mourning. On July 29, 1938, it was announced that tho British Government proposed shortly to submit to the King draft Letters Patent for a new Constitution for Malta, providing for a Council of Government of eight official and two unofficial members nominated by the Governor, and 10 elected members.
