Copyright) WASHINGTON, Feb. 24 By 205 votes to 168 the House of Representatives adopted an amendment to the Defence Bill, eliminating the 5,000,000-dollar provision for the defence of Guam, because it would cotvslitute a provocative act that could hardly fail to alarm Japan.
