AN AID TO JUSTICE BILL IN HOUSE OF LORDS (United Press Assn. — Elec. Tel. Copyright; LONDON, Feb. 9 The House of Lords grave a second reading to a Bill to make blood tests of mother and child and of the defendant, compulsory in all aflilialion cases. Lord Dawson of l’enn declared the Bill was supported by the scientific world. Lord Merthyr stated that the tests would show that one-third of defendants in Court should be exonerated and would have prevented the notorious case in which a man went to gaol 19 times rather than pay an order which subsequently was shown to have been granted on 'perjured evidence.
