Copyright) WASHINGTON, May 26 The Mexican Ambassador has submitted a written proposal to the State Department for compensation for the expropriated American oil properties with the request that it be submitted to the companies concerned. The proposal, which i> highly involved, will require several days of study and will be submitted to the companies only if the st.it** Department feels that it offers a basis for negotiation. It is not known whether a similar proposal has been submitted to Britain.
