Pan Reynaud, French Minister of Justice, in an address at. Leeds at tho conclusion of the congress of the Alliance Francaise. "Their potential war strength infinitely exceeds that of their possible opponents. Their supplies of rawmaterials amount in certain cases to virtual control of the markets. Their mastership of the sea and their gold reserves enable the democracies to obtain supplies all over the world, but these advantages do not prevent the necessity for preparations which the armament of others impose.”
