LEGISLATION IN BRITAIN THE NEED FOR PRECAUTIONS. IN THE EVENT OF EMERGENCY (Official \Vtreleq«) RUGBY. May 10 In moving the second reading in the House of Commons nf the first measures dealing with fire precautions, which have been before Parliament for more than 40 years, and the first legislation to plare op local authorities legal obligations to arrange for efficient fire services, the Home Secretary. Sir Samuel Iloare. said the system of fire precautions in Britain had grown in a very haphazard way. Sir Samuel said the need for fire prevention was especially urgent in view of the danger of incendiary outbreaks due to air bombing. Arrangements will be made under the Bill for different brigades to come to each other's aid in times of emergency.
