Norris on beiialf of secondlug that the powers of boards be not reduced but carefully conserved. He •tressed the importance of personal interest as a factor in the success of secondary schools. A strong attitude was expressed with regard to the matter of staff appointments. The ideal frrm the old point off view was interest in school, character and personality rather than personal ambitions as the incentive. They deferred the matter of appointment where boards would be forced to accept applicants merely on •oademic destinations. It was asked that the present administration by boards and headmasters of boarding establishments be aiot disturbed. Zoning was opposed.
