There were hundreds of youths today throughout the country \vho were being denied opportunities of making a start in life. They were the victims of the depression. Award rates were so inelastio and trade unions so powerful that the restrictions placed on those youths were of such a nature, it was impossible for them to be overcome. Many boys were waiting until they were 21 In order to obtain positions on tho Public Works.
