THE COMMISSION’S REPORT THE MANDATE NOT WORKABLE TRANSITIONAL PERIOD URGED United Press Assn.— Elec. TeL Copyright (Received Aug. 24, 12.10 p.m.) GENEVA, Aug. 23. An official summary of the Mandates Commission's report on Palestine declares that the mandate is unworkable owing to the growing anti-Sem-itism, certain fluctuations of British policy encouraging the Arabs to believe that violence will stop Jewish immigration. The report recommends a transitional period of political apprenticeship for the Arabs and Jews, either by provisional cantonisation, by which the two States would enjoy internal autonomy and the control of immigration subject to the mandatory's control of defence and foreign affairs, or by a separate mandate for each State until it had proved its ability to undertake self-government. The report approves a separate regime for Holy placet, and draws attention to the sufferings of the Jews, to whom the world Is becoming increasingly closed. % Tributes are paid in the report to Britain's disinterested efforts on behalf of the Jews and Arabs
