SURPLUS OF £21,000. THE FIRST FOR EIGHT YEARS. REDUCTION OF TAXATION. United Press Assn.—Elec. Tel. Copyrl&tn. MELBOURNE, August 11. The Victorian Budget, which disclosed the first surplus for eight sears, was presented by the Premier, Mr A. A. Dunstan, to-day. The surplus totals £21,000. In the coming year it is proposed to reduce the unemployment tax 20 per cent, thus giving the taxpayers a concession of £300,000. The basic rates of payment to sustenance workers is to be increased 10 per cent. The past year's revenue was £25,110,000 and expenditure £25,095,000. There was a small surplus of £1025 on railway operations, largely owing to a reduction of the capital liability iby £30,000,000.
