PALESTINE REPORT DISCUSSED. PARTITION PLAN REJECTED. NEGOTIATIONS WITH BRITAIN. United Press Assn.—Elec. Tel. Copyright. ZURICH, Aug. 11. The Zionist Congress sat all night debating the Palestine Commission’s proposals. It was agreed that the partition plan as it stands must be rejected, but there was considerable controversy regarding whether the executive should be empowered to negotiate with the British Government on a modified partition scheme. Eventually, it was decided to submit a resolution instructing the executive to negotiate, but insisting that any new proposals resulting must be submitted to the newly-elected Congress. Lord Melchett appealed to the Congress not to haggle with Britain over Palestine, but to realise, as practical men, the critical situation in Europe and the vital problems facing Britain. By an overwhelming majority the Congress adopted a resolution authorising the executive to negotiate with Britain without undertaking commitments. It must report the results to the newly-elected Congress.
