MANDATES.
reasons, results, remedies. ADVANTAGES OF THE SYSTEM. People who talk loosely about the desirability of returning to Germany one or more of her mandated colonies have seldom taken the trouble to look more closely Into what appears at hrst sight to be merely a question of elementary justice. The present system carries considerable advantages for the natives themselves, and the expectations of optimistic reformers are in general quite out of touch with reality. For example, access to raw materials has 1 always been open to purchasers of all nationalities on an equal basis; and the extreme maximum number of settlers that can be accommodated in, say, Tanganyika, is 50,000, a mere fleabite out of Germany’s 60,000,000 inhabitants. In “Mandates,” (published by Methuen) Nell Macaulay takes Tanganyika as his text, but his survey is general in scope and includes even the colonial problems of Japan, France and Belgium. 'His estimate of Italy’s future in Abyssinia is particularly well-informed and topical.
