LORD PERCY APPOINTED. RESIGN SEAT IN PARLIAMENT. (Otnclal Wireless.) RUGBY, August 1. Lord Eustace Percy has been appointed Rector of King's College, Newcastle. He is also chairman of the British Council for Cultural Relations with Foreign Countries. Lord Percy has indicated that he will resign his seat In Parliament and tills will necessitate a by-eleotton in the Hastings division of Sussex, Lord Eustace Percy Is the seventh son of the seventh Duke of Northumberland and formerly was In the Diplomatic Service. He has represented Hastings In the House of Commons as a Conservative since 1921.
