TOTAL PROHIBITION.

The Bombay correspondent of tho Times states that total prohibition throughout India within three years from July 14, the date of the establishment of the Congress Ministries, is advocated by Gandhi in an article in his paper Harijan on the tasks of tho Congress in the provinces. Re declares that the failure of prohibition in America will not prove a deterrent, as only a minority in India l<s addicted to drinking. Employers must be forced to provide cheap and healthy refreshment, reading, and entertainment facilities.
He adds that prohibition, whatever It costs, will ultimately give the peasants a greater earning and spending capacity.
