On Soviet Lines.— “l may say that I the Industrial Efficiency Act is on the lines now adopted by the Russian Soviet. Those present will therefore have a good idea as to the scource of a great deal of our recent legislation,” stated the Hon. J. G. Cobbe, M.P., when, during an address at ApHI last week, he criticised some of the Government's legislative enactments. “The Act is a far-reaching measure which, if carried out in its entirely, may cause considerable loss and annoyance not only to persons engaged in manufacturing, but also to farmers,” iie added. ‘‘This is a measure which gives power to regulate farming and every other industry carried on in the Dominion. Its provisions are to be carried out by a bureau composed of civil servants, farming, manufacturing and other industrial representatives, employed in farming or other industry. The farmers and manufacturers of New Zealand are, with few exceptions, quite competent to carry out, their own work without having to take orders from any bureau or committee. This Act is the one denounced in such strong terms bv the chairman of the delegation of the British Chambers of Commerce which recently visited New Zealand.
