A NEW CONSTITUTION. SECRET BALLOT PROVIDED FOR. United Press Assn.—Elec. Tel. Copyright. (Received May 18, 3 p.m.) MOSCOW, May 17. A commission under the chairmanship of M. Stalin has completed the draft of the new Constitution.
It is certain of adoption by the Central Executive Committee, and provides for a secret ballot, with equal franchise for industrial workers and peasants, and direct voting, so that an elector will know the individual lor whom lie is voting.
