(Received Oct. 3, 11.30 a.m.) LONDON, October 2. r It is announced by the Conference press officer that the heads of the delegation this forenoon discussed how effect could be given to the changes arising from the 1926 conference decisions relating to the new status of the Dominions and what should be the channel of communication therewith in future. Apparently the right of the Dominions to advise on the appointments of Governors-General was not challenged. The matter of the moment is to devise an acceptable formula (which Lord Sankey’s committee will endeavour to find); consequently the question of native-born nominees has not arisen at present as an issue. The Dominions Office spokesman also revealed that the heads discussed an Empire Tribunal to deal with mterDominion differences or differences between a Dominion and Britain. It is v regarded as undesirable that disputes '*■ in the British family of Nations should ~ be subject to review by some foreign tribunal, say Geneva or Hague. Attention is being given to what shall be the position, power and machinery of some Empire tribunal. The official communique announced that in addition to Lord Sankey’s, the following committees have been creatff, ed, firstly, mandates; secondly arbitrai tion and disarmament; thirdly, war graves; fourthly, defence; fifthly, economic matters embracing civil aviation, cables, overseas settlement, sixthly, experts dealing with research and industrial standardisation. The General Economic Committee preliminarily discussed reciprocity in old age pensions, and the standardisation of a form of invoice for customs purposes, also regulations regarding marks of origin. There was an afternoon meeting of the heads of the research departments.
